Frank W. Ricci was born in Bath Beach, Brooklyn, New York. He attended New Utrecht High School in Brooklyn and Fairleigh Dickinson University, Rutherford, New Jersey Campus. He joined the U.S. Army OCS, and was stationed in Fort Benning, Georgia. He was the owner/operator of Via Appia Restaurant & Catering, which was located in Brooklyn, New York. He attended Thomas Jefferson School of Law in San Diego California
