On the contrary, each combination has one fixed meaning, and no more; consequently, any person may decipher what has been written or printed by another.

The inference to be drawn from these observations must be evident. The Author deems it conclusive and ventures to assert, that no system of short-hand will ever become general, which does not adopt a separate mark for every letter - and, as far as possible, give to every combination of those marks one definite signification.
