About the Author

After graduating from veterinary school in the Dominican Republic, Dr. Milne practiced for several years. Later, he attended The Johns Hopkins University and graduated with a Master of Public Health. He served as Manager for the Environmental Health Public Response Program as well as Emergency Coordinator for the NJ Department of Health, conducting investigations of contamination cluster events, responding to major health incidents, and recommending changes in public health legislation and policy.

The latter experience encouraged him to attend law school, after which he became a Senior Fellow and, later, Research Director at the Center for the Study of Drug Development at Tufts University School of Medicine. His research focused on the study of medicines’ development for epidemic infections, rare and neglected diseases, and pediatric-specific formulations. Dr. Milne remained at Tufts University for 20 years, during which time he traveled, lectured, and taught short courses in 30 countries throughout Europe, South America, and Asia and published over 100 journal articles and textbook chapters on a variety of pharmaceutical subjects. The Hellgate is his first publication in the realm of fiction.
