Relations. As the events of recent months have proven, new challenges
can come about at any moment and relationships abroad can transform
rapidly. The uprisings across the Arab world, the triple crisis in Japan, the killing of Osama bin Laden, and ongoing eurozone concerns greatly shaped this year’s foreign policy agenda, and the Council on Foreign Relations (CFR) did considerable work
