In a world of water filled with many Island Kingdoms, this is the story of Blue, a young cynocephali who was abandoned by his pack. He is found by a wanderer named Bartolo. They both discuss their dreams of becoming privateers. After years of saving, they finally have enough money to buy a ship. They travel to Berlusia, an island famous for its shipwrights. However, after ending up with an elderly mayor and an unemployed shipwright, they get on the bad side of the island's violent dictator, Don Garrito.
