The increasingly ambiguous term regional is here used in its sub- national meaning by the contributing European scholars. They highlight the prominent role given to building institutions and institutional change in regional development within the (supra-national region) European Union towards the end of the last millennium. They particularly address how the ongoing process of institution building affects the way regions and localities are governed, and the consequences of new modes of governance and institutional change for regional development strategies and policies.
