Solar power satellites have been studied. Space elevators have been studied. Reusable launch vehicles have been studied. Here is a path to develop all 3 together with reasonable costs. The key is a partial space elevator that reaches only part of the way from orbit to Earth. The material was first presented as a technical paper to the AIAA Space 2010 conference in Anaheim, CA.
