This work is built on the premise that recent efforts to advance color-blind, race-neutral educational policies and reforms have not only proven ineffective in achieving racial equity and equality of educational opportunities and outcomes in America's public schools but also exacerbated existing inequalities. Lillian Dowdell Drakeford, PhD, is retired from the Dayton Public Schools, Dayton, OH, where she served as a teacher of the deaf and hard­-of­-hearing, intervention specialist for children with special needs, curriculum and instruction intervention coach, high school assistant principal, and associate director of curriculum and instruction. Dr. Drakeford is currently the Director of Field and Clinical Experiences for the Educator Preparation Program in the College of Education at Central State University, Wilberforce, OH.
