Everything else aside: Who is keeping compensation money, if it was not stolen?
In 1985 the British Government gave the Government of Kenya money to compensate former employees of the defunct East African Community.
The governments of Uganda and Tanzania gave their beneficiaries part of their compensation money. At least a little of something is better than nothing.
On the other hand, the government of Kenya has never given her beneficiaries even half a cent of their compensation money.
