As the French revolution begins, Pierre Debois and his African enforcer, Bebai ,help King Louis escape from Paris. Pierre is the cousin of the king, but because of his association with the Paris gypsy clans he has been labeled an outcast. King Louis, in need of funds, makes Pierre governor of New Orleans and he instructs him to use any means possible to raise money for an army.
