About the Author

Gerald O. Barney is the founder and Executive Director of the Institute for 21st Century Studies. He directed the research for the U.S. Government's study, The Globa/2000 Report to the President, and has published several books and numerous articles concerning global development, justice, environment, and security. He holds a Ph.D. from the University of Wisconsin in fusion energy physics. Martha J. Garrett is the Institute's European Representative. After joining the Institute in 1986, she has devoted most of her attention to the training of national 21st Century Study teams and to their software needs and management problems. She holds a Ph.D. from the University of North Carolina in zoology with emphasis on ecology. W. Brian Kreutzer was the Institute's principal researcher for Managing a Nation until 1988 when he moved to Cambridge, Massachusetts, to join Gould-Kreutzer Associates, Inc., as Vice President for Research and Development. He is a specialist in gaming interfaces for computer simulations. His degrees include computer science and information management.
