The Dominicans control the production and distribution of P-Dope. New York Times article, "Jury Awards 2 Drug Agents $1.5 Million (February 13, 2003, p. A31)" states: "…the Dominican Revolutionary Party 'was, and is, protected and sanctioned, unlawfully, by the agencies of the United States government, to include the CIA and State Department, enabling the Dominicans to distribute illegal drugs at will.'"
