Groover anticipates the coming of a fourth Industrial Revolution, a deluge of changes to commerce brought about by breakneck shifts in automation, data access, and smart technology. While there is great promise contained in these developments, there are also risks, especially for those companies that lack a “common operation picture,” an overarching clarification of the purpose of their mission. In order to explain how precisely this can be formulated, the author draws from his own experiences as a Navy officer integrating complex, disparate systems operating under one mission objective. At the heart of the Navy’s strategic approach is the “Speed of Advance”—at every moment, everyone must be aware not only of the ultimate goal of the mission, but also the pace at which the team as a whole moves toward it. This collective lucidity requires a comprehensive convergence of people, process, and technology—in this regard, the Navy is “decades ahead of the game,” a leader in establishing a lean, efficient organization in which everyone has a clear responsibility and feels empowered to contribute. Most civilian companies can’t say the same: “The problem is, most businesses can’t measure their Speed of Advance. They don’t know how quickly or efficiently they are achieving their goals, nor do they know the leanest way to get there. If you don’t know how to use your resources in the most economical way, you’re not going to achieve your desired results.” Groover’s account is written in accessible language, direct and free of gratuitously technical jargon. In addition, his counsel is always reasonable, though much of it seems like conventional wisdom rhetorically reformulated in the language of Navy life. But he manages to stake out, however small, a still relatively underexplored territory in the oversaturated world of management literature—the important lessons civilians could cull from their military counterparts. The author has the experience necessary in both worlds to provide this advice in a way that could be useful to those in positions of management in the civilian sector.
