Franklin M. Fisher, Dennis Carlton and Jane Berkowitz Carlton Professor of Microeconomics at M.I.T, was the leader of a group of Israelis, Jordanians, Palestinians and Americans, who together created MYWAS, the multi-year Water Allocation System for managing water systems in the Middle East. This over twenty-five-year long project created a model usable by each participating country for evaluating improvements in each water system. At the time of his death in 2019, Fisher, a man of peace, hoped that someday, the system could also be a tool for facilitating cooperation between the nations. In telling the story of this project he hoped to show how cooperation yields gains greater than the value of the disputed water.
