Kelsey is a nationally respected behavioral health specialist, licensed clinician, and pastoral leader with over three decades of dedicated service in ministry, law enforcement, and mental health. He is the founder and CEO of Fresh Start Educational and Counseling Center Inc., where he empowers individuals, families, and communities to overcome trauma, addiction, domestic violence, and emotional challenges through faith-based and evidence-informed care. A retired Louisville Metro Police Officer, Dr. Kelsey has firsthand experience navigating the intersection of crisis, healing, and justice. As the Presiding Bishop of New Life Church Ministries, he combines psychological insight with biblical revelation to reach people from all walks of life—especially the broken, the burdened, and the overlooked. Dr. Kelsey holds multiple advanced degrees, including a Psy.D., Ph.D., M.Ed., and is a Licensed Professional Clinical Counselor Supervisor (LPCC-S) and National Certified Counselor (NCC).
