About the Author

Larry E. Holtz received his Bachelor of Arts Degree in Criminal Justice from Temple University in Philadelphia, Pennsylvania, graduating Summa Cum Laude. He received his Juris Doctorate from Temple University School of Law, graduating in the top ten percent of his class.

Formerly a Sergeant of Detectives with the Atlantic City Police Department, an assistant county prosecutor, and a Deputy Attorney General, Mr. Holtz is presently an attorney specializing in police administrative matters. He has served as the Municipal Prosecutor for several towns, and as the Director of Holtz Learning Centers, a professional law enforcement school for continuing legal and criminal justice education and training. He has also served as a police instructor with numerous police academies, taught at two universities as an Adjunct Professor of Law at Widener University School of Law in Delaware, and Adjunct Professor of Criminal Justice at Rowan University in Glassboro, New Jersey.

During his tenure at the Attorney General’s Office, he also served as a police instructor with numerous police academies, taught at two universities, including Widener University School of Law in Delaware, and Rowan University in Glassboro, New Jersey. He is a member of the Bar in New Jersey, Pennsylvania, and the District of Columbia.

Mr. Holtz is the author of Criminal Procedure for Law and Justice Professionals, the New Jersey Law Enforcement Handbook, (3 volume set), the Pennsylvania Law Enforcement Handbook, Criminal Evidence for Law and Justice Professionals, Effective Law Enforcement Report Writing, and the co-author of the Texas Criminal and Traffic Procedural Manual, the Concealed Carry Handbook, Florida Edition, the Constitutional Carry Handbook, Texas Edition, Incident Response for Special Needs Populations, and a Special Needs Instructor Implementation Guide.

He is also the author of three exam study guides for criminal law, search and seizure, and administrative policy and procedure. He is published in the Pennsylvania Law Journal-Reporter, the Journal of Criminal Law and Criminology, and the Dickinson Law Review.
