What is the Neither?

"...younger Trav'lers discovered they too could ever increasingly remain in the abstracted hold of the Neither - and they liked it there. This phase of discovery was a cultural explosion for all Trav'lers, for it quickly morphed from renegade teen practice to an aspirational place of being for all Trav'ler citizens."
