The All-America City of Pharr was incorporated in 1916 and holds precedence as the heart of the Rio Grande Valley. The late Henry Newton Pharr, a sugarcane grower, engineer, and manufacturer, along with his partner John C. Kelly, founded the city for their interest in establishing a sugarcane empire.
