Private investigator Paul Finley receives a packet of old police reports from a former colleague. Most of the reports describe cases that have been squashed or sidetracked for power interests. One of them questions the accidental death of Finley's wife and daughter some years earlier. Before Finley can go back to the source of the reports, the man dies.
