Randy B. Naquin was born on February 5, 1953, in Napoleonville, Louisiana (USA). He graduated from high school in Donaldsonville, Louisiana, in 1971 and joined the US Marine Corps in 1972. After two years of active duty, he attended Southern University in Baton Rouge, Louisiana, for four years, earning a bachelor of science degree in 1978 in agronomy.
