Why the Angel Told the Shepherds

Why?

The shepherds were the first to receive, in such a glorious way, the birth announcement of the Person who would change the world forever. This event was not a haphazard occurrence. It all went exactly as it was planned - the timing, the location, and those involved, from the innkeeper to the shepherds. They were not told because they were lowly outcasts, just in the right place at the right time, or the only ones who would listen. It was because of WHO they were! Shepherds!
