Sergeant Major Carl Harkenson, once in charge of the day-to-day operations of a top secret remote viewing project, is suddenly reassigned to Washington by his commanding officer, Colonel Leslie Matheson. After several months he is abruptly recalled to Mount Weather when one of the two remote viewers does something considered impossible: escaped. Harkenson soon learns that his replacement-a sadistic psychologist and former CIA interrogator, Captain Abraham Shaker-has done horrible things to the viewers under the authority of Colonel Matheson. Feeling betrayed, Harkenson confronts Matheson to find that the man who was his commander, comrade and friend for more than thirty years is not the man he thought he knew.

When Colonel Matheson presents Harkenson with the choice between dishonorable discharge or returning to Washington and taking a promotion in return for his assistance, Harkenson finds himself having to make a moral decision. Matheson soon begins to suspect that Harkenson is compromised by his emotions and can no longer be trusted to protect the program. And with the remote viewer at large and the future of Project Hindsight at risk, Colonel Matheson and Captain Shaker will stop at nothing to protect America's secret weapon: psychic espionage.
