Lagos, president of Chile from 2000 to 2006, teams up with the managing editors of Foreign Policy magazine to describe his landmark role in Chile’s remarkable struggle to overthrow Pinochet’s military junta and become a thriving democracy. Lagos was a Socialist leader in the underground resistance when he went on national TV in 1988 to urge his country to vote against Pinochet in the upcoming plebiscite. That televised address turned the tide against the dictator and propelled Lagos to national fame. In his positions as education minister, minister of public works, and eventually president in the post-Pinochet governments, Lagos highlights his accomplishments—and though he includes some reflective passages on what he could have improved or where he could have done more, he usually comes across in a flattering light, no matter the occasion. He highlights his sense of humor and sense of equilibrium under the most trying circumstances, such as when he’s arrested, imprisoned, and interrogated under Pinochet’s regime. He also devotes extensive attention to his unsuccessful efforts to team up with Blair and Clinton to avert the war in Iraq with an alternate resolution and more diplomacy. The writing is merely serviceable, but this is still an inspiring portrait of a humane leader and his efforts to lead an emerging democracy into the 21st century. (Jan.)

Former Chilean president Lagos lucidly recounts the extraordinary efforts to end the Pinochet dictatorship and lead the country to truth and reckoning. The author was a protégé and colleague of Salvador Allende, the socialist president of Chile who was just three years into his term when a CIA-backed coup led by Pinochet precipitated Allende's suicide during the storming of the presidential palace in 1973. Lagos was brought up in middle-class Santiago by his pianist and teacher mother; he was educated in left-wing politics and economics in the mid-'50s, and he received his doctorate at Duke University and became an academic. The work during Allende's administration to render Chile a more just, equal society was shattered by the Pinochet dictatorship, which favored the neoliberal economics theory of the "Chicago Boys," who advocated open markets and deregulation. Pinochet used economics as his ideological weapon, privatizing, deregulating, arresting labor activists, opening markets and inviting in private investors, thereby creating huge profits for the dictator and his cronies. After the initial economic success (used as a model by Margaret Thatcher and others), the exacerbation of the inequity between rich and poor and the ongoing repression of all opposition began to corrode Chilean society. As a result, Lagos and other idealists attempted to restructure the country's socialist thought. By the mid-'80s, the Democratic Alliance became the first real challenge to Pinochet and was able to crack the prevailing fear and win the plebiscite in 1988, forcing Pinochet to step down. Because of the truth commissions advocated by Lagos and others, the enormity of Pinochet's crimes were revealed. A deeply affecting eyewitness account of a despicable period in Chilean history.

Ricardo Lagos was president of Chile from 2000 to 2006, and the former UN special envoy for climate change. He has been profiled in media worldwide, including the BBC and The New York Times, and he has lectured at Harvard University, Yale University, Berkeley University (honored with Medal), Vanderbilt University, the London School of Economics, the International Monetary Fund, and the World Bank. He is the former cochair of the Inter-American Dialogue in Washington and an editorial board member of Americas Quarterly. Currently a professor at large at Brown University, he lives in Santiago, Chile where he is Chairman of Fundación Democracia y Desarrollo.

    For an understanding of what has been happening in Latin America

    For an understanding of what has been happening in Latin America over the last decade, this is an important book. Chile has been at the forefront in terms of establishing good government and enlightened economic policies and Southern Tiger tells the personal details of how the country has moved beyond dictatorship to a regional shining light.  An important history for those interested in this area of the world.
