Cycle of Crime

Can murderous behavior be handed down? Defacing public property is one thing but when Mayor Jenkins' tires are slashed, the pranks appear to be ramping up toward something more threatening-like murder. If it's just a bunch of teenagers and young adults getting out their frustrations that's one thing, but when it looks as though their parents could be involved the situation gets more serious.
