Kelley and Phil Willis's children, Alan and Ashley take center stage in this, the fifth and final novel in the Justice series. Alan puts on his combat boots and joins the Syracuse Police Department as head of its Swat team. His first duty is go to the local high school and negotiate the release of the principal and his mother who are being held hostage. Together with his wife and son, he follows Kelley and Phil as they move to the Tampa Bay area where the governor asks Alan to set up swat teams throughout the state. While training a team in Tallahassee he leads his men as they save young children stuck on top of a Ferris wheel. Later, along with his sister and brother-in-law, he goes searching for a serial killer who has been raping and murdering prostitutes. Ashley, following her father's footsteps as a lawyer, finds herself up against none other than her father in a sensational lawsuit against a prominent soccer player. Eventually, she also moves to the Sunshine State where she joins a Dolphin Springs law firm. There, she meets and marries, Steve Clarke, one of Alan's co-workers on the police force. The Willis family is all together on a cruise, where they unite to apprehend the assailant of the ship's captain. In her final case, Ashley's parents join forces with her as she defends a neurotic young man who is accused of murdering his parents. Ashley's daughter is abducted. Once again, the family unites and works their way through another crisis.
