A woman with psychic powers and the soldier who loves her become pawns in power struggles between a militaristic oligarchy and murderous insurgents in this SF novel.

Carter, the author of The Lost Valor of Love(2017), sets her tale in 2086 on a doomed Earth, wracked by extinction, climate change, and war. An unnamed, two-term U.S. president who catered to those with wealth and power only accelerated the decline. A group called the Global Command overthrew the superrich leaders and took over their utopian cities in Greenland. But the GC has become just as power-hungry as those they replaced, and they now battle the savage United Freedom Fighters. In London, Cassandra Vallis has immense psychic talents that allow her to foresee disasters, and she may have even greater powers; the UFF uses her as a spy to glean intel from GC soldiers. But Ryan Maddox, one of her marks, truly loves her, and even though Cassandra returns his feelings, she still betrays his team with an UFF ambush. Then GC super-science resurrects the mangled Ryan by placing him in a self-regenerating, invulnerable cyborg chassis—the ultimate transhuman weapon. He now must retrieve the woman he still loves despite her treachery. But just as the reader expects military–SF stunt work, the book jarringly splits into two timelines: one a pre-apocalyptic dystopia, the other post-apocalyptic Robinsonade, with huge leaps in chronology and evolution. The operatic story bravely goes to unexpected places, and the revealed identity of a key character sends the work off into new SF territory. Indeed, there are so many surprises and paradigm shifts that they may distract readers from obvious questions; after all, couldn’t characters with virtually godlike powers do much more to surmount the obstacles they face? Although the novel’s two halves fit together uneasily, they to do offer readers an overarching theme of tragic loss—of longing and lovers divided by politics, time, and the cosmos.

Stirring SF on a mythic scale, although its combination of genre elements feels uneven at times.
