About the Author
Howard R. Bowen was chief economist of the Joint Committee on Internal Revenue Taxation of the U.S. Congress and economist for the Irving Trust Company. He was Avery Professor of Economics and Education at Claremont Graduate School, and also taught at Grinnell College and the University of Iowa before becoming dean of the Business School at the University of Illinois. He is author of many books, most notably The Costs of Higher Education and State of the Nation and the Agenda for Higher Education. Investment in Learning is the anchor to this trilogy.
Cameron Fincher (1927-2010) was Regents Professor of Higher Education and Psychology and director of the Institute of Higher Education at the University of Georgia. He wrote extensively on virtually all phases of American higher education, and in 1991 he was the first recipient of the Howard Bowen Award given by the Association for the Study of Higher Education.
