Mid-April 1977 Sargent Chad Brown of the Nebraska State Patrol drove between Alliance and Chadron, Nebraska. The snow is falling in large flakes. The high winds have decreased visibility to the point that Officer Brown can't tell the highway asphalt from the ditches on either side of the road. His radio squeals.
