Mary E Webster has been studying the Federalist Papers since 1995. In 1999, her first "translation" of the Federalist Papers--The Federalist Papers: In Modern Language--was published. Her 10th-grade reading-level translation--The Federalist Papers: Modern English Edition Two--was published in 2008.
