Remember the Halocracy

A massive solar flare caused Winnie and Bean to die and they found themselves waiting in a line-up to enter Heaven's halocracy. You may wonder what a halocracy is. Huge organizations need rules and structure to operate efficiently. On Earth, that's called a bureaucracy.
