In the 1940's North Korea, free at last from Japanese tyranny, planned to dominate the South. The North massively increased agricultural yield through development of agro-chemicals. An off-shoot of that was covert crop contamination, to decimate harvests of their enemies, but the Korean war meant the project was mothballed.
